La Jugada Club House
This multi-story rooftop with great cocktails and views was one of my favorites. Each level is very narrow - so make sure you don't have one cocktail too much to make it back down safely!

La Cevichería
The OG place. I've never tried ceviche before but it was just divine at this cute little spot. If anything, go for the pretty, teal umbrellas and sidewalk seating while taking in all the beautiful colors from buildings nearby.

Add this gorgeous rooftop to you list! With two rooftop pools and presumably the best views in Cartagena, it should not be missed.

Malanga Bistro Caribe
This was my favorite restaurant of the entire trip. I chose a white sangria and freshly caught fish - both were superb!
